Dated August 25, 2025, the circular underscores the need for strict compliance from all District Education Authorities (DEAs).

The first phase of the teacher rationalization initiative aimed to redistribute educators from overstaffed schools to those facing shortages. However, monitoring has revealed that some rationalized teachers have not reported to their new postings. The directive demands clear explanations from Chief Executive Officers of DEAs regarding these absences, highlighting accountability as a key priority.

With the second phase of rationalization set to begin imminently, the department has mandated that all CEOs ensure verification of student enrollment data on the School Information System (SIS) within two days.
