FINANCIAL ASSISTANCE TO THE FAMILY OF CIVIL SERVANT WHO DIES WHILE IN SERVICE
Punjab Government Expands Financial Assistance for Families of Deceased Civil Servants
In a significant and compassionate move, the Government of Punjab, Pakistan, has recently updated its policy on financial assistance for the families of civil servants who pass away while in service. This change, enacted through a Finance Department notification (No.FD.SR-I/3-10/2004(P-II)) dated February 1, 2025, marks a crucial shift in how support is provided to grieving families, ensuring broader and more inclusive coverage.
The key takeaway from this new directive is the detachment of the financial assistance package from Punjab Civil Services Pension Rule 4.10. Previously, the entitlement to this aid might have been intertwined with or limited by the state's pension rules. By decoupling it, the government has created a standalone, dedicated benefit for families, simplifying access and ensuring the assistance is granted based on family need rather than strict pension-related criteria.
This policy revision, approved by the Provincial Cabinet in its 28th meeting, is effective retroactively from December 2, 2024. This retroactive application ensures that any civil servant who died on or after this date will have their family’s case considered under these new, more generous guidelines.
So, who exactly is eligible for this crucial financial support? The notification clearly outlines the following family members of the deceased civil servant:
· For a Male Civil Servant: His wife or wives are eligible.
· For a Female Civil Servant: Her husband is eligible.
· Children: This includes sons below the age of 24 years and unmarried daughters of any age.
· Special Provision for Disabled Children: Perhaps the most impactful change is the inclusion of physically or mentally handicapped children without any age limit. This ensures lifelong support for dependents who may never be able to fully support themselves financially, offering immense relief to families.
This update reflects a more modern and empathetic understanding of family dependencies. The recognition of husbands of female civil servants is a step toward gender equality, and the unconditional support for disabled children addresses a critical long-term welfare need.
The notification has been disseminated to all relevant departments across the Punjab province, including all administrative secretaries, commissioners, deputy commissioners, and accounting offices, to ensure immediate implementation.
just a bureaucratic update; it's a vital social safety net. It provides immediate financial stability to families who have lost a primary breadwinner, allowing them to grieve without the immediate added pressure of economic uncertainty. For civil servants, it serves as a reassurance that their service to the state is valued and that their loved ones will be cared for in the event of a tragedy. It is a commendable step by the Punjab government toward strengthening its welfare framework for its public servants.
