In a significant stride toward inclusivity and administrative ease, the Government of Punjab has announced a pivotal reform to the process of obtaining a disability certificate. This change, mandated by the Directorate General of Social Welfare & Bait-ul-Maal, effectively dismantles a major bureaucratic hurdle for persons with disabilities across the province.
For years, a common pain point for individuals and families has been the geographical restriction tied to the certification process. Previously, applicants were often required to undergo assessment by a medical board within their specific home district. This created immense difficulties for those living in remote areas, those who had moved, or those seeking specialized medical opinion in a larger city like Lahore.
What Exactly Has Changed?
The recent official notification amends clauses 7 and 8 of the existing policy with a powerful and simple directive:
"Any person who is a resident of Punjab may apply for a disability certificate from any district and appear before the board of the selected district."
This single sentence marks a transformative shift in policy. It introduces the concept of choice and accessibility into a system that was once rigid and location-bound.
Why This Reform is a Game-Changer
1. Freedom of Choice: Applicants are no longer trapped by their postal code. If a district has a reputed medical board or shorter waiting times, individuals can now choose to apply there. This empowers citizens to seek the best and most efficient service available.

4. Streamlined Process: By allowing inter-district applications, the government is leveraging its entire network of medical boards more efficiently, potentially reducing backlog and speeding up the certification process for everyone.
